Instead of choosing one group health plan for your entire team, you give each employee a set amount of tax-free money every month. Your employees then use that money to buy their own individual health insurance – a plan they choose, with the network and doctors that work for them – and you reimburse them up to the amount you set.
In other words: the employer decides the budget, and the employee chooses the plan. That’s the core of it. Here’s how it works in practice:
You set the allowance. You decide how much to contribute each month per employee. That amount is yours to control. You never pay more than what you’ve budgeted.
Employees pick their own coverage. Each employee shops for an individual health plan that fits their needs, whether through Georgia Access (our state’s marketplace) or another individual-market option.
You reimburse them, tax-free. Employees submit proof of their coverage, and you reimburse them up to their monthly allowance. The money is tax-advantaged for both of you.
The most common mistake we see isn’t choosing the wrong plan — it’s waiting too long to start. Coverage tied to a group program ICHRA isn’t right for every business, but it can offer some real advantages:
Budget predictability. This is the big one. With a traditional group plan, you’re at the mercy of each year’s renewal, and those renewals have been painful lately. With an ICHRA, you set the contribution, so your costs are defined up front instead of swinging with the market.
Employee choice. Instead of one plan that has to work for everyone, each employee picks the coverage that fits their own situation, their own doctors, their own family. For a diverse team, that flexibility is genuinely valuable.

It’s worth noting there’s also growing interest at the state level in encouraging small businesses to use ICHRAs — including proposed Georgia legislation aimed at adding a tax credit for employers who contribute this way. That proposal hasn’t become law, but it’s a sign that this approach is gaining real attention, and ICHRA adoption across Georgia has been climbing steadily on its own.
